The Tide Council formed when the first citadels were chained together and someone had to decide who got fresh water, who got sunlight, and who got pushed to the dangerous outer rings.
Each citadel sends a representative, but real power belongs to the three Anchors: the Glass Anchorage, the Iron Lattice, and the Drifting Seminary. These three citadels control military force, trade routes, and religious legitimacy respectively.
The Council's greatest challenge is the Red Choir, which operates outside their jurisdiction but controls the financial infrastructure they depend on. Their greatest hope is the Tide Crown, which could give them authority the Choir cannot buy.
